The State Revenue Service created a department called the International and Large Taxpayers Service Department to cater to exceptional taxpayers. Such segmentation serves to represent certain sectors, provide taxpayers comprehensive assistance, and make a significant contribution to the State budget. Improved communication between tax authorities and taxpayers is one benefit at the national level, which enables businesses to pay their tax obligations more quickly and obtain assistance from the tax authority, such as consultations. 1296 corporations are now considered to be major taxpayers. About 70% of the overall budget’s revenue is contributed by them to the public sector.

The International and Large Taxpayers Department’s files include the following:
First category
People who paid taxes in the last three years who fit the following description:
- The annual amount of taxes paid into the general state budget exceeds 700,000 euros
- the yearly net turnover or the total value of value-added tax transactions exceeds 4,000,000 euros
- state or local government budget institutions have annual tax payments totaling over 5,000,000 euros
- Except in certain cases, the taxpayer is not bankrupt or insolvent
- no more than 30 days past arrears at the time of assessment
Second category
Participants in the in-depth collaboration program include taxpayers from specialized businesses, such as:
- financial institutions
- insurance organizations
- taxpayers that organize lotteries and gaming
Based on application
This includes taxpayers who are established as a result of the distribution or reorganization of the Republic of Latvia’s major taxpayers in compliance with applicable EU regulations, directives, and other legal documents. Also contributing to Latvia’s economic development are taxpayers who make large investments.
Benefits
It is made available to have a specific consultant or coordinator who is well-informed about the situation of the specific taxpayer concerning the filed tax and informative declarations. The department also resolves current competence difficulties in compliance with regulatory enactments. When necessary, coordinators will call experts in charge of a certain region to help them resolve issues with taxpayers. Additionally, the division offers comments. At the State Revenue Service in Riga, customers are assisted in a separate room in both English and Russian. By sending questions in advance through email and applying, the taxpayer may also request the consultation of a team of specialists.
